The BPF hope to cut down on the number of developers submitting failed applications because they fail to involve the community in their planning.

By the end of 2006, all authorities are obliged to have local development frameworks, which include a statement of community involvement (SCI).

BPF director of regeneration and development Faraz Baber warned: "Developers are at risk of not being prepared for this major change in emphasis. Community is now pivotal and if they dont tick all the boxes in the SCIs, applications will fail."
