The £15m regeneration of the Welsh Streets area in Liverpool has been given the go ahead by Liverpool City Council.
The scheme involves building 150 new homes, refurbishing 37 terraced properties, including the birthplace of Ringo Starr at 9 Madryn Street, and the demolition of 280 more.
Liverpool mayor Joe Anderson said: "The local community have said in no uncertain terms what they want in the Welsh Streets and as mayor I have listened to them in progressing these proposals.
"They are fed up with constant unnecessary delays which are stopping them having the good quality homes they deserve. There now needs to be certainty for the future. Eric Pickles also has to listen to them and decide that this is a decision which should be made locally by people who know and live in this neighbourhood."
The scheme, which has been submitted by Liverpool housing association Plus Dane Group who have been working in partnership with Liverpool City Council, will now go in front of the communities secretary Eric Pickles, who will decide whether to allow the scheme to go ahead.
The Welsh Streets in Toxteth were part of the previous government's Pathfinder housing market renewal scheme.
