In May 2013, legislation was introduced in England to allow offices to be converted to residential properties, without the need for planning permission. The new development rights apply for three years, after which time they will be reviewed and may be extended indefinitely.
Over a year since the changes were implemented, many people will already have made their minds up with regards to how successful the scheme is. But with just under two years to go, what do developers need to consider if they want to take advantage of the scheme?

The relaxation of the planning laws is part of the government's drive to get empty and underused buildings back into productive use. The scheme was introduced as an attempt to ease the country's housing shortage, create jobs, boost the economy and regenerate town centres and former commercial areas.
