Housing associations Abri and Poplar HARCA have become the latest organisations to adopt the Shared Ownership Code, reinforcing efforts to improve transparency and consumer protection across the sector.

The adoptions, announced at the National Housing Federation’s Affordable Homeownership Conference in London, follow LiveWest’s decision to sign up to the Code last month. Together, the three providers own and manage more than 8,500 shared ownership homes.

Natasha Greenwood, Director of Shared Ownership at the NHQB, said: “Abri and Poplar HARCA’s adoption of the Shared Ownership Code is an important moment for the sector. By adopting the Code, both organisations have demonstrated their commitment to giving shared homeowners better, clearer and more consistent support.

“Following LiveWest’s adoption of the Code last month, we look forward to building on this momentum. We hope many more providers will follow their lead, helping to drive positive change across the sector.”

Operated by the New Homes Quality Board (NHQB) since October 2025, the Code aims to improve standards for shared owners by providing greater clarity around costs, responsibilities and processes, while strengthening consumer protections beyond existing requirements.

Abri, which owns more than 59,000 homes across southern England, manages around 5,800 shared ownership properties and has completed more than 1,400 shared ownership sales over the past five years. Meanwhile, Poplar HARCA manages around 500 shared ownership homes in Tower Hamlets and plans to deliver a further 33 over the next two years.

The NHQB said it is currently supporting seven other housing providers through the application process as it seeks to drive wider adoption of the Code across the shared ownership market.
